Separate the finish from the floor assembly
Start by naming what you can see: carpet, tile, wood, laminate, or resilient flooring. Then identify what is known beneath it, such as padding, underlayment, adhesive, a wood subfloor, or concrete. If the layers are unknown, record that rather than assuming the visible finish sits directly on the structural floor.
Each layer creates a separate decision. A washable tile surface does not establish that adjoining wall bottoms or materials below the tile are unaffected. A plank described as waterproof does not certify the condition of every seam, edge, adhesive, or layer beneath it. Product claims should be read for what they actually cover.
Sketch the room and the likely water route. Mark the original source, visible wet areas, doors, cabinets, and adjoining rooms. If the floor extends continuously under fixed cabinetry, note that access limitation. The map helps the evaluator explain why the investigation includes some areas and not others.
Avoid dismantling the floor merely to identify its construction. Older flooring and adhesive can involve additional material hazards, and suspected contamination affects how removal should be controlled. A qualified person can determine an appropriate access method and whether other testing or precautions are needed before disturbing the assembly.
Use the water event to guide investigation
A recent contained supply leak differs from floodwater, backed-up drainage, or a hidden event of uncertain duration. Tell the evaluator what is known about the source, when water was first observed, and what was done afterward. The date a stain became visible is not necessarily the date water first reached the floor.

Do not treat every wet floor as a candidate for the same fan-and-dehumidifier procedure.
Ask where water could have traveled beneath the finish and where it might have escaped. Doorways, changes in floor level, wall edges, and penetrations can matter. Observations in a neighboring room may justify extending the moisture map even when its surface looks normal. That is a reason for targeted evaluation, not proof that all connected flooring contains mold.
If the source is still active, arrange repair and safe mitigation promptly. Do not postpone work while trying to collect a perfect set of measurements. Keep people away from water near electrical equipment and from visibly unstable floor areas. The first objective is to stop additional damage and make access safe enough for meaningful evaluation.
Why a dry-looking floor is not a full assessment
Appearance provides only part of the evidence. Water may no longer be visible even when the history warrants checking concealed layers. A surface can also be stained or distorted after it has dried. The investigation needs to distinguish current moisture, past damage, and any contamination rather than use one observation to answer all three.
Moisture meters and other tools can support that process, but ask what they actually measure in the particular assembly. An instrument reading through a finish may not directly describe the underlayment or substrate. Metal, adhesive, material type, and measurement method can affect interpretation. A good record includes location, method, comparison conditions, and limits.
Do not confuse an air sample with a floor assessment. A laboratory result from room air cannot map which underlayment sections became wet or prove the readiness of a concrete substrate for a new finish. If sampling is proposed, ask which decision it is intended to support and how it relates to physical inspection.
Record access limits in plain language. “Flooring remains under the sink cabinet and has not been inspected there” is a useful fact for the reconstruction contractor. A broad statement that the floor is clear, without explaining what was checked, leaves the next trade unable to judge the remaining uncertainty.
Compare carpet, resilient flooring, and wood concerns
Carpet has a face, backing, pad, and supporting floor. Evaluating only the top fibers misses much of the assembly. The carpet and padding guide discusses salvage limits and why a deodorizing treatment is not evidence that every layer has been addressed.
Resilient and floating floors raise questions about seams, underlayment, trapped water, and whether removal damages the finish or prevents reinstallation. Ask the installer what the product instructions require after wetting. The ability to wipe the surface clean does not answer whether the components underneath can remain or whether the system can be put back together reliably.
Wood flooring adds condition and dimensional questions. Cupping, gaps, or finish changes deserve evaluation, but their appearance alone cannot determine the cleanup boundary. A restoration or flooring professional should explain whether the concern is moisture, contamination, physical damage, or a combination. Sanding the visible face is not a substitute for that decision.

Plan removal, drying, and moisture checks
Removal should have a purpose and boundary. Ask which layers are coming out, how adjoining occupied areas will be protected, and what will happen if newly exposed material changes the scope. A fixed square-foot estimate can be a starting allowance, but concealed findings need a documented change process.
EPA's material-specific drying guidance underscores that wet under-flooring needs attention separately from the finish. Its clean-water methods are not universal instructions for contaminated events. Have the provider identify the water assumptions behind the plan before approving equipment placement or salvage decisions.
Drying and mold cleanup are distinct tasks. Equipment may lower moisture without removing growth or repairing delaminated material. Conversely, removing a damaged finish does not establish that the supporting floor is ready for replacement. The scope should state who evaluates each of those conditions and records the result.

Confirm substrate readiness before replacement
The flooring installer needs more than “the fans are gone.” Ask for the substrate's condition, the moisture testing appropriate to the replacement system, and the manufacturer's installation requirements. Different finishes and adhesives can have different limits, so there is no single internet number that makes every floor ready.
Preserve a handover file with the source repair, removal boundary, photographs of exposed layers, cleanup records, and the measurements or assessment used before covering the substrate. The purpose is to make the next decision reviewable. A future contractor should be able to tell what was actually done without lifting the new floor to reconstruct the history.
If an area could not be accessed, resolve that limitation before final approval rather than bury it in a vague completion note. Decide whether the remaining uncertainty is acceptable, requires additional evaluation, or changes the installation plan. That discussion is easier while the substrate is visible and the responsible trades are still involved.
After installation, keep the source accessible for ordinary maintenance where possible and watch the locations identified in the original water map. If a new odor or floor change appears, compare it with those records and report the specific pattern. The useful next step is to revisit the unresolved source or layer, not automatically replace the entire finish a second time.
